About USW Local 13-227

The Local represents over 1,600 members throughout Houston, Pasadena and Freeport. Local 13-227 represents the following groups – Atofina, BP Amoco Pipeline, Cargill, CenterPoint Energy (Entex), Chevron Phillips, Chevron (Clerks), Crown Central Petroleum, Kinder Morgan, Lyondell-Citgo Refinery, Reef Industries, Rhodia, and S. F. Sulfur.

Local 13-227 is affiliated with the United Steelworkers of American (USWA) union, which represents 1.2 million members across the United States and Canada.

History

Until very recently, 13-227 was PACE Local 4-227. PACE joined with USW this year.

PACE 4-227 was originally the Oil, Chemical and Atomic Workers Union, which was formed on September 25, 1933 with two groups – Sinclair and Sinclair Pipeline. The meetings were held in a small building on Harrisburg Street in Houston, Texas.

Over the years, additional groups were brought in, and in 1947 OCAW moved to the Broadway Baptist Church behind Milby High School on Woodruff Street. In 1954 a separate building at 2306 Broadway was built; it housed the union for more than 40 years.

OCAW merged with the Paperworkers Union and became a local of PACE International on January 4, 1999. In November of that year the local moved to 704 E. Pasadena Freeway, its current location.
